NOTICE OF PUBLIC HEARING
CITY OF TEA, SOUTH DAKOTA
REGARDING PROPOSED ISSUANCE OF TAX-EXEMPT REFUNDING BONDS
Notice is hereby given that a public hearing will be held by the City Council of the City of Tea, South Dakota (the “Issuer”) on February 17, 2026, between 6:00 p.m. and the adjournment of the meeting, in the City Council Meeting Room, 600 E 1st Street, Tea, SD 57064, regarding the proposed issuance by the Issuer of its Tax-Exempt Refunding Revenue Bonds (the “Bonds”), in one or more series, in an aggregate principal amount not to exceed $9,900,000.
The proceeds of the Bonds will be used to refund all or a portion of prior obligations issued for the benefit of the University of Sioux Falls, a nonprofit corporation described in Section 501(c)(3) of the Internal Revenue Code of 1986, as amended. The original obligations financed or refinanced educational facilities located at the following University of Sioux Falls properties:
University of Sioux Falls – Main Campus, 1101 West 22nd Street, Sioux Falls, South Dakota 57105 (Minnehaha County); and
University of Sioux Falls – Lincoln County Facility, 6200 S. Cliff Avenue, Sioux Falls, South Dakota 57108 (Lincoln County).
The facilities refunded with the proceeds of the Bonds will continue to be owned and operated by the University of Sioux Falls and used for its educational and charitable purposes.
The Bonds will not constitute a debt or obligation of City of Tea or the State of South Dakota. Neither the credit nor the taxing power of the State or any political subdivision thereof (including, but not limited to, City of Tea) will be pledged or obligated for the payment of the Bonds. If issued, the Bonds are intended to be qualified 501(c)(3) bonds pursuant to Section 145 of the Internal Revenue Code.
The public hearing will be conducted by an authorized representative of the Issuer and will provide a reasonable opportunity for interested persons to express their views, orally or in writing, regarding the proposed issuance of the Bonds and the location and nature of the facilities to be refinanced.

This notice is being published pursuant to Section 147(f) of the Internal Revenue Code and applicable Treasury Regulations.
